The most equitable, fair and just outcome is to draw congressional districts using already surveyed county boundaries.
County by county… the nerve centers of the leftist hive mind represent such a small geographic portion of the country; they shouldn’t be allowed any more seats than they deserve!
If they want MORE representation… they should represent MORE of the country as a whole, which they do not.
