Taking advantage of a generous New York state program to aid his ailing mother, Ballal Hossain signed up a dozen family members to work as her caregivers.
Over six years, they were paid $348,000 to look after the elderly woman at a Manhattan apartment.
Except the mom was in Bangladesh the entire time.
Incredibly, Hossain got away with the fraud by having his brother pose as their sick mother for whenever inspectors showed up, before finally being caught. He was later sentenced for grand larceny, according to prosecutors.
It’s just one egregious example of a welfare program — called the Consumer Directed Personal Assistance Program, or CDPAP — that has cost New York taxpayers hundreds of millions of dollars to waste and fraud.
First set up in 1994, CDPAP was intended to alleviate the number of elderly people going to nursing homes.
The was able to identify at least $179 million stolen by CDPAP recipients over the last 10 years, while the program wasted at least $1 billion of taxpayer cash on middlemen [private companies contracted by the state to handle administrative tasks].
Lawyer Richard Harrow prosecuted Medicaid fraud in New York for 27 years, and now works in Albany specializing in Medicaid fraud cases.
“If you think Minnesota is a big deal, multiply that by 10,” he warned The Post, referring to the $1 billion daycare fraud scandal there.
“CDPAP is the biggest fraud there is because it all takes place in people’s homes.”
Costs for the program itself have more than quadrupled.

Medicaid pays daycare providers $25-$35 per hour to watch children for up to 12 hours per day.
You’d be better off just sending that money straight to poor mothers to stay home and raise their children.
That would take poor mothers out of the workforce, raising wages for everyone else, and attracting more men into the workforce.
Fathers would make more money, mothers would stay home.
And far less money going to daycare scammers.

Your rates are a bit off, but if they are actually watching the children and not just keeping the kids at their house this is legal. WA actually encourages people running in home daycares to send their kids to daycare and they won't have to pay the normal copays. I'm just sitting here in shock. And thinking I should start a daycare.

Over 40 daycare centers reportedly opened in Columbus, Ohio on the same day, all linked to the same inactive shell entity — and together pulled in $14 MILLION in taxpayer-funded subsidies in a single year.
Same paperwork.
Same structure.
Same funding stream.

The fraud investigation just hit Maine.
And it's connected straight to the Governor's office.
Homeland Security Investigations agents rolled up to Gateway Community Services in Lewiston with what appeared to be a search warrant, removing computers and filing cabinets from the building.
This one has Democratic Party fingerprints all over it.
Gateway Community Services is a for-profit company with a 501c3 filing to accept grant money.
The building on Canal Street serves as a nexus for migrant-run NGOs: Maine Immigrant Rights Coalition, Generational NOR, and multiple home healthcare agencies billing MaineCare.
The political connections:
Governor Janet Mills gave Gateway multiple no-bid contracts for "community health outreach work," which included registering migrants to vote in the 2022 election.
Mills picked Eklis Ahmed, a former Gateway employee, to help form the state's Office of New Americans.
Two Democratic state lawmakers, Rep. Youssef Youssef and Rep. Deka DeLocke, have ties to the organization.
The reporter on scene:
"This is not just any run-of-the-mill organization allegedly fraudulently billing Medicaid. It's one that was very, very well tied and connected to the Maine Democratic Party and remains tied to the Democratic Party."
Minnesota. Ohio. Washington. Now Maine.
Same playbook. Medicaid fraud. Political donations.
Voter registration. Democratic connections.
How many more states?The daycare "learing" centers in Minnesota and other states are just an extension on this scam. The "sisters" living next door to one another is a means to get around the polygamy laws on the books in many states. No doubt the sister next door is actually another wife and the father splits his time. The daycare centers are a means to take the kids these families are already being paid to take care of and open a commercial facility that gets additional state and federal funding. In essence the taxpayers are getting bilked twice for each kid.
For US citizens considering doing something like this forget it. These programs are only available to immigrants at your expense.

I noticed a lot of the owners seem to be men… Was thinking they take multiple wives who can claim single income or low income status and receive assistance for all the children benefits including childcare. Why their undocumented husbands receives the subsidy and funding for the daycare for his own children.
My friend's daughter is a science teacher in the Seattle school system. She earns a very good salary. She has a masters in Education, and Physics, and BioChemistry, with an undergrad minor in Art. These no degree women are "earning" way more than a science teacher with 10 years experience.... paid to take care of their own children. The teacher has no children of her own because they can't afford kids, the price of daycare is too high for them. It's expensive to live in Seattle, expensive place to buy a MODEST HOME, price $630,000.

Since Somali scams are a hot topic, I have stories.
I lived in Des Moines, IA for 2.5 years from mid 2012 to early 2015. Like Minnesota, the government airdropped a huge amount of supposed "refugees" on unsuspecting Midwesterners.
I got a job doing graphic design and working at a photocopy shop. I lived in East Village near a Section 8 housing complex full of Somalis and the photocopy shop was near a second complex around the Drake campus.
WORKING — We had a dozen or so Somalis coming into the copy shop daily running various scams. There were two primary scams:
1. We had around 10 Somali men who’d come in every 2-3 days to fax loan applications. The government offers staggering amounts of money to underprivileged, minority, and immigrant-owned businesses (aka not for you, whitey. Shut up and pay your taxes), which the Somalis would constantly apply for.
As far as I could tell not one of them had an actual business. I'm guessing they used the money from the new loan to pay off their last loan. Rinse and repeat ad infinitum.
2. A large group of Somali women would come in several times per week to file lost/stolen cell phone claims, getting a new one and selling the old one. Not sure how they pulled this off, but it was so constant that we had nicknames for the various scammers.
We had one woman we called “Light Bulb” (guess why) who was particularly repugnant. Rude, aggressive, demanding, smelly.
She’d bring her 5 screaming children into the store, who would immediately run rampant throughout the place. And my god... just imagine an unwashed, heavily-robed body in an extremely humid Midwestern summer. We’d have to air the place out when one of them spent more than a few minutes in the shop to clear out the miasma. I don’t think showering is a thing in that country.
I knew a guy who worked at a Verizon store (their largest scam target) and asked him how to report the extremely blatant fraud. He told me “Believe me, we know. They do it to us too. Management won’t do anything about it because the Somalis cry racism. Nobody wants to deal with that.”
LIVING: I lived in one of the more desirable apartment complexes in the area (E300 — for anybody familiar with Des Moines, it's the same building with Zombie Burger).
My room was on the 5th floor overlooking the parking lot. I’d look out the window and see Somali children trying to break into cars at least a few times per week. This was mostly small children too, anywhere from 6-12 years old.
I habitually lock everything, but not everyone did. These kids would ransack cars in the middle of the day, stealing whatever they’d find inside. This happened all over the main drag near the Section 8 housing complex.
I called the cops the first time I saw this happen, which was met with “We can’t really do anything about this.” I gave up trying after the third incident.
I met an off-duty cop at the bar one night and asked him about it. Again the justification for lack of action was “we don’t want to deal with the racism accusations”.
Every business in the area banned backpacks in the stores because “teens” would do loot-and-run operations. While it was a blanket ban on everybody, it was pretty obvious who was committing these crimes.
I never once saw a Somali working a normal job the entire time I lived in Des Moines. You’d think with the large numbers of them around town, you’d see them working at places like grocery stores etc.
As far as my friends and I could tell, not one of them was employed and were all existing off a combination of government handouts and scams.
It wouldn’t surprise me one bit if Somalis have much larger-scale Minnesota-style fraud operations in Des Moines. Anybody who has the ability to look into this should check out Iowa. There is a very clear pattern of scamming, and the odds are huge that Somalis are defrauding the American people everywhere they go.
This woman owns a daycare facility in Texas and has a SPOT ON take on what is going on in Minnesota.
"If somebody asks for a tour at my facility, guess what? They are getting a tour."
"You don't have enrollment packets made?"
"There's always kids crying, giggling or yelling. There was NO sounds in those (Somalian) facilities."
"Now it is trickling down to people who are just trying to do the right thing and run their facility."
There are so many families who wait sometimes YEARS to get in the subsidies programs and here are some immigrants STEALING FROM THEM AND FROM US!
