The Minnesota child care fraud saga is so strange because years ago it was fully investigated, documented, and reported on by a team of state investigators set up to catch and stop child care fraud.
They spent years gathering evidence including many hours of surveillance footage. In 2018 they compiled a detailed report and delivered it to their boss, the DHS Inspector General.
Directly from the report: "Investigators, as well as the Supervisor and Manager of this unit believe that the overall fraud rate in this program is at least 50% of the $217M paid to child care centers in CY2017."
What did the Inspector General do with this information? She refused to meet with her own team, refused to discuss the findings of the report, and then spent $90,000 of taxpayer money to have an outside company write a report saying the fraud isn't quite as bad as her own team of investigators was claiming.
Here's an email summarizing the fraud that the lead investigator sent the IG in 2018. Those currently in the MSM claiming that child care fraud isn't a serious problem should read this.
The real question is how highly paid state investigators spent years investigating child care fraud in MN, reported on said fraud, and eight years later not only was the fraud not stopped, it was bigger than ever.

This requires a full investigation.
Creative Minds Daycare was shut down on October 1, 2025, due to multiple licensing violations identified by the Minnesota Department of Human Services (DHS). These included issues like inadequate supervision, safety hazards, and record-keeping failures.
The center reopened the very next day, October 2, 2025, under the new name Super Kids Daycare at the same address, using what appears to be the same or a transferred license.
In fiscal year 2025 (which ran from July 1, 2024, to June 30, 2025), Super Kids Daycare received approximately $2.45 million in payments through Minnesota's Child Care Assistance Program.

State Sen. Omar Fateh's brother-in-law, Mohamud Muse.
Muse, who volunteered for the campaign of DFL State Sen. Omar Fateh (his brother-in-law), admitted to collecting ballots from voters but falsely denied under oath that he had paid or coerced anyone. He was convicted in May 2022 of one count of perjury for lying to a federal grand jury about his role in handling and delivering absentee ballots during the August 2020 primary election in Minneapolis.

Well they provide Grants to about 2000 other NGO's in San Diego and around the world...
one of which happens to be UNITED WOMEN OF EAST AFRICA SUPPORT TEAM where they receive $1,584,405 in Grant aid from them and $7,663,535 in Total Contributions where $2,338,309 goes to "Other Salaries" of which only $190,953 is listed for the Executive Director... they do have 8 Directors with no salaries listed which is interesting but we'll come back to that. Anyway, I decided to look a little deeper because this felt odd for "San Diego".
It just feels like a episode... Another nondescript storefront at a strip-mallish building while interestingly offering every service you can possibly imagine.
I find pretty odd that an organization pulling in millions of dollars every year, is operating a website with sus graphics and just feels "scammy".
The "Economics" page goes to a Menu for Catering Services... No doubt that is an economic training program.

I have read a lot of "Non-Profit Tax Returns" but I have never seen 8 "Directors" with no salaries listed. Now that could be their Board of Directors but it seems odd to list them here.
Regardless, it still leaves $2,147,356 for salaries at Seven/Eleven-Adjacent Strip Mall Storefront which feels excessive.
