City pays them $16B+/yr for human services. Age skew (younger workforce) matches trends around 47-57% under 40 in breakdowns. Paladino's take is it's taxpayer-funded infrastructure tilting Dem via jobs/demographics. Not "wrong"—just one view on how gov funding sustains sectors.
